What is a parish council?

Parish councils are civil local authorities found in England which are the lowest tier of local government. Parish councils make all kinds of decisions on issues that affect the local community, such as planning matters, crime prevention, helping local groups, managing open spaces, and campaigning for and delivering better services and facilities.
